Do not put Vaseline near, around, or on your eyes/lashes! You can clog your pores or your tear duct.

You can safely use Organic, Cold-Pressed, Virgin Coconut Oil on the lashes, lids, and around the eyes. Coconut Oil is naturally anti-bacterial and anti-fungal. It's safe and effective for removing eye make up as well. You may use a Qtip if you so desire.
That said, this serves to condition lashes and while nothing but a script (such as Latisse) can increase growth, Coconut Oil can help keep lashes and brows soft/less brittle. You should always test patch away from eyes and don't heat the oil. Instead, simply warm it between freshly washed fingers. Coconut Oil (for some) can clog pores, so using a Qtip to apply might be your best option, based on skin type.
I'd pair it with a pillowcase that isn't special if you are concerned about oil transfer.

I suggest coconut oil, it works absolute wonders! I applied it to my lashes and my brows and within 2-3 weeks of applying it every night my eyebrows where thicker than ever and my lashes were long and fluffy! I wouldn't use Vaseline as I found it didn't work for me.
