Most reputable makeup artists will advise to use a foundation that is specifically for your skintype. Usually, foundations for oily skin are not luminous. But that doesn't mean you can't achieve a luminous look with luminizers and highlighters. By using a luminous foundation made for dry skin, you risk looking oily allover your face rather than just in the key spots that most people want to glow, cheekbones, bridge of nose etc.and emphasize large pores. If you are trying to make your WHOLE face luminous, I would still advise a foundation for oily skin, and maybe add a little liquid luminizer to the foundation and or use a finishing powder (not to be mistaken for a setting powder) to add an all over glow. Hourglass Ambient Powders in LUMINOUS, Too Faced Candlelight & Laura Geller Rose Glow all have low level luminosity that can be worn all over the face. Now, in saying all that, there are a lot of oily skinned girls who will ignore the foundation recommendation & use a luminous foundation made for dry skin or normal to dry skin and will work a little harder to maintain the look, by regular blotting and powdering. But they do run the risk of their facial oils of breaking up the foundation. This is just my opinion, because I find working with your skintype rather than against it is just easier and also lowers the risk of breakouts. But maybe some other oily-skinned girls can suggest a luminous foundation for oily skin that has worked for them.

Personally I don't have oily skin, but I have heard that the Estée Lauder foundation is amazing for many skin types. I believe it runs at around $40. I would personally use a highlighter or finishing powder as Marleen said.

Try the garnier bb cream for oily/combination skin, my skin is sometimes dry sometimes oily but this bb cream has really good coverage and feels light and glowy on the skin! I own so many foundations yet always reach for that one. Plus it's so inexpensive! I spray the urban decay chill setting spray on top when I want to be even more glowy :)

I'm quite oily, this particular product isn't a foundation. Gives light to medium coverage.
It's the MAC Lightful C Tinted Cream.
I believe it's actually meant for oily skin and it gives that nice radiance that'll work for oily skin.
It's actually quite a long lasting product too.
I'd really try and get a sample of it cause it works really nice.
I apply it in a stippling motion where I need more coverage and buff it in in areas that don't need much.
Other than that I haven't really found a foundation that will help control oil but still give that radiant look, you'd need to add in a luminizer of some sort
