Previously bleached hair won't hold blue mid length.

About 2 and a half years ago I stopped bleaching my hair which was white platinum pretty much. It stopped holding color so I went to Sally's got some protein filler went a shade darker every few months using protein filler every time but I always stuck to the very warm colors all the way to orange-red. So then I backed off the orange and went to golden blondes which worked out great.

I've now decided that I want smokey blue hair so I went to my local target (I know STUPID) I got some Feria lightener that was supposed to take my hair up 3 levels, it took it up maybe one, I ended up with a honey color which was lighter than I was going for so I thought it would be fine.

Grabbed my Feria smokey blue color put it on, rinsed and conditioned and it was gorgeous!! My first wash in cold water my mid-length to tips lost a LOT of color. I did not use protein filler because I thought 2 and a half years had been long enough. My question is what should I use? Protein filler and what color to get a nice smokey mid-tone blue, and how do I make it stick!? Thanks so much in advance for any advice!

I recommend ion brights from sally's they are long lasting. I don't think you need protein fillers if you use ion. I would use sky blue mix with aqua (80%/20%), the color dye are semi permanent, you can mix them with water or white conditioner to make the application easier because they have a thick consistency.
