I applied a generous amount of matte top cot on my nails, let it dry just a little and then used a dotting tool very lightly to create the holes ^_^

I don't know, I never tried... but I'm not sure it'll come out the same with a regular top coat, I don't think you can do the 'holes' without the matte top coat... we should try and see ^_^
