It's Avon's Mirror Shine in Aluminum...unfortunately they don't make it anymore, but it's like the Essie metallics or the Layla Mirror Effects polishes.

Apply a base color and carefully apply heart shaped figures at the tips one color at a time. I don't know if that helps, but you can probably find tutorials on youtube :D.
