I used a sponge for the gradient, there are plenty of tutorials on how to do that if you don't know yet. As for the flowers, I actually used stickers first, then I just painted on them with nail polish with a really thin brush, but you could skip the stickers and just paint the flowers yourself. Then just glue some rhinestones in the middle of the flowers. And by the way, since those are all neon colors, I used white as a base first (the flower stickers were white as well), otherwise they would have been pretty sheer. If you want a good white nail polish, I'd suggest Avon Gel Finish (Iceberg White).
