Did you see my related photos? I have one that shows you how to make your nails with simple decorative paper.. for make the faces,you just need the piece of paper and acetone. I think is more easy if you see it on the other photo

are sticks..is a little bit difficult make the draw so carefully...u can use too the tip of the acetone..colour your nails with yellow..leave them dry and shower the paper where you have the faces of sponge bob drawn
