If you already have a curling iron you need a good hot set spray to keep the curls. I believe Kenra makes a good one, but I don't remember the exact wording on the bottle. It's from their premium line and the bottle is silver. Redken also makes a setting spray that I believe is called Hotsets 22 or something similar that's in a red bottle with black and white lettering.

Even though I don't know what this girl used I have this bed head brand wand and it's thick at the tip and skinny at the base and it makes curls similar to thos.

Aliya- 1st section off your hair. Easiest is to take everything from ear to ear & pin it up..that way you're only working on the bottom section 1st. Make sure to use a good heat setting product as well...others have some good suggestions listed already.
Starting on one side, grasp a small section of hair, combing it out b4 you curl. (Depending on the size of curl you want, that will determine how big of a section you curl at a time. For this look, I'd say she used approx 1-2 inch sections)
Next, take your curling wand, & wind the hair all the way around it in a spiral...the larger end of the barrel is usually toward the top. Hold for a few seconds & move on to the next section. When the bottom is done, take more hair down & start the process over, until your entire head has been curled. It sounds like a lot more work than it is...I've found its actually faster than a reg iron. Be sure not to tousle it too much until its completely cooled. Then run a good quality texturizing or smoothing creme through, et viola!
