That's a tutorial from the blog I first saw the look on and wanted to try to re-create it!
Just a tip - use *a lot* of polish - a really thick coat for the colors. It'll take kind of a long time to dry, but if you don't use enough, the polish won't fill in the lines you make with the dotting tool or toothpick. Have fun :)
