Acrylics would be fine. I did the black outlines in fluid acrylic paint. Consider using dotting tools with the acrylics. I find the tiny ones work very well for small details!

For the 3D brain though I would recommend nail polish. It just build up really well. After I put the top coat on and let it set a bit, I prodded and "fluffed" it a bit to make it more 3D. Not sure acrylics would work as well :D
