It's a Chanel polish called Peridot. There are quite a few dupes such as The closest for less money is called Iridescent Eye by a brand called Jessica. Scrangie's blog has a comparison with lots of pictures you should check out here http://www.scrangie.com/2012/03/cha...

Just water droplets on my fingernails for the photo, it isn't permanent. It may be possible with glue or something.

A better permanent way is using clear rhinestones of different sizes and a top coat over them. Similar to what I used in my glitter manicure here. http://michtymaxx.blogspot.com.au/2...
