To achieve this hairstyle:

1. create a barrel set of curls in the direction of which you want your largest pincurl to sit.
2. take down curls for first pincurl and tease the base.
3. take Redken Tousle Whip 04 or some paste that isn't extra sticky, and distribute it through that curl
4. shape pincurl to desired location and pin
5. repeat on second and third pincurls
6. release the rest of the curls and tease their base for added volume
7. spray with hairspray and position hair to where you want it

And you're finished!
