Yes it can, there's a girl on YouTube not sure of her name but if you type it in it'll come up, she uses it to remove pink from her hair without bleach and it worked pretty well for her. Definitely check YouTube :)

I tried this, I mixed crushed vitimin c with conditioner and left it in my hair for 20 mins. I found it made my dark hair lighter. I did this 3 times and now my hair was a lot lighter altough the dye wasnt removed completely. :)
