So my little sister has black hair she's naturally blonde, if there any way I can get it back to blonde for her without paying out for the salon to do it?? And preferable not over excessive use of bleach??

Try to strip the color first, you can use a store bought stripper or a homemade vitamin C treatment. Once you've gotten out as much dye as you can, then dye it the shade of blonde she wants.

Unfortunately the only way to get black out is to bleach. She can try fading it as much as possible, doing hot oil treatments, vitamin c treatment can lift it, dish soap etc, but nothing is going to get rid of it without bleach.
She could go to a salon every month or so and get it lightened a little at a time (black to dark dark brown, to dark brown, to medium brown to light brown etc) which would save a bit of money and the health of her hair.

I honestly think what Alyx suggested is the best I have done that to my hair and although its not the fasted you don't have to worry about hair being to damaged. I have also tried to do it myself and it was a dark brown to blonde and I had to bleach several times and still didn't get it as light as I wanted plus you then usually have to tone it and correct the color and it just never seems like people get the desired look.

I wouldn't recommend bleaching at home at all, I did that even from dark brown to blond - it went orange, only my roots which were a brown (pretty light) went blonde and I tried to bleach it 2 times that day and I still had orange hair! so I looked online and it said to dye it purple with lots of silver shampoo and it didn't work, so j ended up dying them brown, and my hair is sooo gross now so I'm going to be having it stripped and cut and see what's up.. go to a salon tho!

Black is one of the hardest colors to lift out. the chances of going from black to blonde at home is slim to none. it will most likely turn orange or get very damaged. Color strippers are iffy on black hair. if all the color.molecules are not broken down or removed, there's a chance that your hair can turn back to black when color is out on. I hope that makes sense. basically the best thing to do is go to a salon and go thru the process of heavy hilighting.
