Using the proper toner for you skin type will help cleans it, clean out your pores, and should help with oily ness. The problem is, it does dry your skin out, so even if you have oily skin it's still important to use a moisturizer for your skin type following using toner.

A proper toner should not dry out your skin. Toners should be gentle and not contain any harsh ingredients, fragrances, alcohol, or irritants.
Toners were originally used to balance the Skins PH. Back then cosmetics were so rough on the skin that it would throw off it's PH.
Maintaining your skins PH is important in order to fight off bacteria, and to help with acne.
Cosmetics are now formulated more appropriately, and a good skin care product that is well formulated will not throw off your skins PH.
Toner's are now used to reduce redness, even out skin tone, clean the pores, help control acne, control dryness, smoothen and soften your skin, as well as help repair the skin.
Toners can contain lots of beneficial properties, like antioxidants, skin repairing substances, and ingredients that can help with cell turnover.
The appropriate toner should be water based, and contain beneficial ingredients. It should not contain fragrances ( including 'natural' fragrances ) and should not contain alcohol or irritants. ( Remember alcohol is the enemy. Especially for oily skin since it can cause an increased oil production ).
Toners are very beneficial for the skin and can even help with aging and sun damage. By not using a toner you are missing out on benefits for your skin. A toner should be used and it should not make you feel dried out or cause any redness.
