I believe it's just to stir the foundation? Or maybe to scoop it out onto the back of your hand. I can't see it as a helpful thing to apply foundation.

I was super confused when I found it in my new foundation also. I just use it to stir the foundation and dab it onto my hand. I dab it straight onto my face if I'm in a hurry, but I don't recommend that since it can spread and harbor bacteria.
