Yes you can go over a permanent red with a veggie dye, it won't be fire truck red but it will intensify it a lot. If you already have a red base it'll be brighter, so you don't need to bleach. I'd suggest googling red veggie dyes on in bleached hair, you'd be surprised how intense and bright they can be on in bleached hair.

But if you want something super bright like the left you probably would have to bleach. You might be able to dye it a bright enough red that adding a veggie dye on top would make it as intense, but you'd have to find a brighter permanent red dye
