Honestly, for eyeshadows I would take a razor blade or exacto and scrape a thin layer from the top, spray it with alcohol and call it good.
For lipstick I would wipe it down, spray with alcohol and wipe again.
Unless it's like a gloss in a tube, those become a breeding ground for bacteria. I believe those are technically 6 months.

Rule of thumb... don't contaminate your investments...
There is a wee code, that indicates how many months after opening a product should last.
That being said
Don't swatch on hand, lips from tube. Use palettes, spatulas, sanitizing mists... the bacteria spoils product

Lipstick should be 3 months if you use it on a daily basis (less if you get an infection such as cold sores and still applied the product which in that case, you toss immediately). If use rarely, they can last up to a year and a half. Longer if you sanitize it but keep in mind that once the texture, smell or shade change; it usually a sign to toss.
Eyeshadows is suppose to be two years but shorter if you keep using dirty brushes.
It's all about keeping things sanatize, if you can take your time once a month to sanatize your collections, it can prolong the life.
