I have very prominent blue eyes and I find that light pinks, dark purples, neutrals and some shimmery golds (lighter shades most times) are the best compliments. I've also found that doing a black smokey eye is waaaaay to harsh but a soft grey is a less intense look but flatters the eyes more. If you need palette ideas. A good high end one would be Naked Basics or the new urban decay limited edition pulp fiction palette. I own neither but I want both and I've seen and tried out both that are owned by a friend. The colors are great for blue eyes. If you aren't comfortable spending that much drugstore options would be the love and beauty (forever 21 brand) neutral palette. It comes with a mix of matte and shimmer shades that are very pigmented. They are a bit chalky but super easy to apply. Also Almay color intense I-color three shadow kits. They make two that are specifically for blue eyes and I have shimmer one meant for a more dramatic look but they also make one for a more natural look! This first pic is the Almay one.
