So right now, I want to get rid of the orange or yellow hues in my ombre. I have a 20 volume developer with some toner. I was wondering if it's okay to apply it evenly on my ombre? My concern was that it will change the gradually fade of the colors getting from dark to light?

Blue is better if your hair is more on the Orange side.

20 vol would turn it into not a toner but a color. Usually toners deposit only and are either used with 10 vol or a seperate kind of developer. Try toning shampoos like shimmer lights or something similar. Most salons will give you a glaze or toner for a pretty reasonable price also check around
