Definitely try eye shadow bases! Such as the NYX jumbo pencils. Tons of colors and i love them! You could also spritz a little water onto an eye shadow brush. That makes it brighter too (:

Its also the brand and quality, try Sugarpill, Concrete Minerals, or Inglot. If they are loose use just a drop of mixing medium and they apply like chrome silk
