Emma Y posted this as a suggestion for someone earlier and I fell in love with the colored bottom eye!

How do I this? With eyeshadow, or a colored eyeliner?

Do I apply it under my waterline?

You could do both a shadow and eyeliner just to help the color stay, or either one. And I do believe you apply it directly below your waterline.

Agreed with Aubrie c:
I would use a coloured eyeliner & apply that to the waterline & directly under the lower lashes. then apply an eyeshadow in a similar shade over the eyeliner below your lashes.
