Foundation and its color.

Is it ok if your foundation is a little darker than your normal skin color? This is for my under eyes and I'm going to be using a concealer that is about 2 shades lighter than my skin color...does that sound right?

Also if I put on foundation will it make it make my face look cakey, note this is just for under eyes not whole face...sorry I'm a beginner

Your foundation should be your skin time exactly, or a little lighter in my opinion. That way, it looks more natural, as most faces are indeed lighter than the body.

Your concealer should also be either the same shade as your skin or lighter.
If your concealer is darker than your foundation, it looks spotty. But when it's lighter, it creates a highlight illusion under the eyes.
plus, your foundation should be lighter than your foundation if you're going to apply it before applying foundation.
But if it's going on top of your foundation, it should be the same shade.

If you decide to use the foundation that's darker, be sure to blend it completely into your face and neck to make it look as natural as possible.

I personally prefer my foundation a tiny bit darker than my actual skin tone. One reason is once it sets in to your skin, it's a slightly lighter shade. I also blend down into my neck area so it doesn't necessarily have to match perfectly. It's all a matter of preference and I'm not saying this way it right, it's just what I do :) try an under eye cream to decease redness, puffiness, and wrinkles. Right now I'm using a sample container called It's Potent! by Benefit. I sometimes use it on my lids too :) as for the "glowy look", I recently had this issue. I was using Loreal lumi which was just adding more of a shine to my oily skin. Be sure to get an oil-free/shine control foundation. I posted something a few mins ago about new foundation I picked up.

Its all personal preference. So long as you take it down the neck and blend out, it doesn't matter. A neutralising concealer will fix your under eyes though.
