Loreal lumi is a good drugstore find. I agree with Krupa, nars sheer glow as well. You can also mix in a liquid luminizer with your current fav foundation for a dewy complexion. Becca makes an awesome liquid luminizer, for around 42$.

I love neutrogena healthy skin even more than sheer glow, as it didn't break me out. It has medium buildable coverage but feels like nothing on your skin. It's perfect

I agree with Sonya P if I'm looking for a dewy glow I will mix a liquid luminizer into my foundation. I use benefit high beam or nyx makes one too.

You could also try keeping your current foundation if you like it, but using it with a dewy primer (such as Nars Pro Prime Radiance Enhancing) or a highlighter (I have heard great things about the Becca shimmering skin perfector that Sonya mentioned, but it's very expensive. Another good but pricey one is the Shiseido luminizing satin face color. On the cheaper side you can try Revlon Skinlights)
You could even dab some oil of your choosing on the high points of your face, if you don't like the look of shimmer AT ALL. Try Argan or Jojoba oil :D
There is also the option for a dewy setting spray, I believe Nyx makes one.
