So I went shopping and got a concealer and a super-blendable powder which doesn't help even out my skin tone so I'm planning on buying foundation and is it fine to wear a foundation that is about one light shader than my concealer, because my concealer is a little darker than my skin color so I want to get a foundation that is a little lighter.

This is so confusing I just read that you need to have a concealer that is 1 or 2 shades lighter than your skin color and your foundation should be the same color of your skin.

My concealer is a couple shades lighter than my skin. I put it on my blemishes, let it set, and then carefully apply my foundation over it, then a setting powder.
It works like a dream.
