There are quite a few that I consider to be absolutely wonderful:
Urban Decay 24/7 Glide-on Eye Pencils-they're fabulous. they come in a ridiculously wide range of colors, they have magical staying power and they actually set into place after about 15 seconds, so that they're impossible to move.
Marc Jacobs Highliner Gel Crayons-these are beautiful. they stay put on the waterline like nothing else, they have a nice shade range (about 10 or so shades) and they are incredibly easy to apply.
Too Faced eyeliner pencils-These also have a few nice colors, they're basically indelible and they are extremely richly pigmented.
Smashbox Self-sharpening eyeliner-the shade range is getting better, but honestly they're wonderful. They stay put, and they stay sharp which allows for a very straight line every time.
Make Up For Ever-I wore this in the pool once, and nothing happened. They have a ridiculous amount of colors, a beautiful formula, and a really smooth application.
I'm sure I can think of more, but those are a good start

I agree with the Marc Jacobs and MUFE liners. I've never seen these fail anyone before! They are incredibly rich and creamy and stay put.
