I got a gift card to sephora and I'm going later today, can you recommend some products to get
I'm looking for:
Eye primer
A neutral eye palette
And something to cover my dark circles.

Eye primer I would go with urban decay primer potion or too faced shadow insurance. neutral palette I would suggest the urban decay naked palettes or Kat von d monarch or I believe it is saint..? not sure but she has some rly great shadows. I own the monarch and use it every time I want a neutral or Smokey look. too faced also has nice palettes.
.its so hard to decide lol!! for concealer I like nars radiant creamy concealer. blends like a dream and covers well!!

So, here is what I would recommend:

-Eye primer: Urban Decay is my absolute favorite. It gives a nice, smooth surface with a bit of tack to it so that your shadows stick and stay wonderfully vibrant. Other great options are the Too Faced Shadow Insurance, the Nars Primer, Kat Von D High Voltage primer...there are tons of wonderful options.

-Neutral palette: the ONLY neutral palette I own that I consider to be worth the money is the Kat Von D Monarch. It has a really wonderful range of shades, the shadows themselves are extremely smooth and pigmented, they all blend together like a dream, and they are just all around wonderful products. I highly, highly recommend it, and I have 5 or 6 looks with it on my profile.

-Concealer: I also recommend the Nars Radiant Creamy concealer, I find it absolutely perfect. It has a nice range of shades, it is super creamy and covers everything without creasing at all, it doesn't feel dry or cakey, it's really just amazing.

For eye primer I'd ask for samples, almost every brand has one and they will all act differently on you. For me, the urban decay primer potion and the too faced shadow insurance dry out my eyelids so I use kAt Von d's primer when I need it.
For neutrals, there's the naked palletes, kAt Von d's monarch, tarte has a big palette combo that comes with 35(?) shades, 2 lip products, maracuja oil, a cheek stain and a face powder all in a cute little bag. If they have it there I'd check it out, I bought it a few days ago and it's a dream. :)

For dark circles I would suggest getting a color corrector and a concealer. It'll help best if you correct it first that way the shades of purple or blue won't show through.

Too Faced shadow insurance
There are so many, from Urban Decay, Smashbox, Too Faced, Tarte, and Bobby Brown. Basically every brand had one, just find one in your price range with colors you like. All of them are good quality (for the most part, but that's why you swatch)

I'd try the nars concealer and eye primer -- they seem to be hot items on YouTube. For natural palette I'd like to try the TF Natural eyes.

Eye primer I would go with urban decay or nars. For a neutral palette naked pallets are great but also Lorac pro or too faced chocolate bar palette
