Toner is used to adjust your pH level of skin back to normal since cleansers and everything you are putting on your skin are stripping your skin. At school we did test the pH level of many drugstore and high end facial products and they all were at different levels. We use dermalogica and since their products are pH balanced, your skin is still at the level it should be after your skin care routine so we use a toner more so for hydrating or to calm depending on which one is needed. I think despite your skin type you should use a toner if your cleansers are stripping the skin and changing your skins pH balance out of its range of 4.5 to 5.5.

Apologies for taking so long to check back. You could always get strips to check the pH level of your current cleanser or Google it and see if anything comes up. If your cleanser is stripping your skin it will usually result in a tight or taut feeling afterwards, can cause dullness irritation acne or black heads from stripping the natural protective oils from your skin. If your product isn't pH balanced then like I mentioned I'd suggest using a toner because that's what it does is tone your skin back to its natural state. Or if you wanted a product that is naturally balanced then I know 100% dermalogica is one, I'm sure there are others I'm not positive I just know most are not and thats something they pride themselves in having. I've been using Dermalogica before school and throughout and every time we give facials on each other from day one the girl doing mine looks for blackheads to extract and can never find any and when using the woods lamp when I first started using the products religiously it showed I had dehydrated skin and when checked recently none showed up so it's really worked wonderfully for me, I always get compliments from my clients on my skin. What works for me doesn't necessarily work for someone else as we know but if you want a product you don't need to tone with it may be something to consider!
