So I'm naturally tan. Around NC30 sometimes a little lighter or darker but in that area. I've got a slight olive cast and was wondering I could use a self tanner to change the tone of my skin but not make me a deeper color?
I'm warm toned but my skin has a slight green cast and it doesn't look good in the winter, makes my color look dull.

I'd say if you're skin looks bad in the winter...then use something opposite of your skin tone, see if that works, I'm not sure...

Like Alexus said try colour correction.
I think Maybelline and Loreal both do primers that counteract dullness. As you're saying your skin pulls green maybe try a pink or a lavender shade?
