I'd suggest checking out a Mac counter or go to Ulta and ask them for some basic items that you can build onto- sorry not sure of I'm explaining it right. Mac has some more expensive items but the quality is really nice! Ulta has most drugstore brands. I'd suggest checking out Real Techniques and Eco Tools for some nice quality but cheap brushes. Maybelline and LOreal are also nice makeup brands

I just got the spectrum palette from Sephora today and love it! It's $20, I love the Tamanna Palette which is $29, the sephora foundation for $20, ABH dipbrow Pomemade $18, and Clinique lipstick is which are $16, hope this helps :)

Depending on what you have, you can choose whatever items sound interesting to you :) keep in mind, these are my recommendations, and things that have worked for me personally (all drugstore since you wanted inexpensive):
Face:
Primer- L'oreal magic lumi if you have dry skin (this is quite nice and moisturizing and will give you a pretty glow), Rimmel Stay Matte primer if you have oily skin (this has worked nicely for other people I've done makeup for that have oily skin)
Foundation- Rimmel Match Perfection if you have dry skin (nice, medium coverage foundation- I recommend setting with powder) Revlon Colorstay if you have normal/oily skin (natural finish, can be built to full coverage), L'oreal True Match if you have normal/dry skin
Concealer- Maybelline Instant Age Rewind for dark circles, Maybelline Fit Me for blemishes
Powder- Coty Airspun loose powder (perfect for any skin type, even dry- gives you a flawless finish)
Blush- Jordana powder blushes if you aren't very experienced with blush (these are nice quality and not overly pigmented, which is a good thing with blush, especially for beginners), Milani baked blushes (matte formula and luminoso are good, I'm not a fan of the others)
Bronzer- NYC smooth skin bronzer in sunny (if you have lighter skin- this is matte)

Eyes:
Primer- elf eyelid primer is decent and good for beginners because of the low pricetag, Milani eyelid primer is nice if you're willing to pay a little more
Eyeshadow- Wet n Wild eyeshadows are very good quality, Revlon Colorstay quads are nice if you don't mind a harder eyeshadow (they're still pigmented, just a harder, less buttery texture) L'oreal Infallible shadows are great, though more expensive than the typical drugstore shadow for just one shade
Eyeliner- my all time favorite, drugstore or high end, is the Jordana 12 hour made to last liquid eyeliner pencils (I like these better than Urban Decay). NYC has a nice liquid liner, as does Wet n Wild
Mascara- Jordana best lash extreme is amazing (it's better once it dries out a bit), L'oreal Voluminous carbon black, Maybelline mascaras are nice, Physicians Formula Organic Wear has been my favorite from the drugstore lately

Lips:
liner- Jordana easyliner for lips are really nice, NYX lip liners are awesome (the pencil form are nice with a really wide color selection and the retractable ones are more long wearing with a limited color selection)
lipstick- Milani lipsticks are very nice, especially the matte formula, NYX matte lipsticks, Wet n Wild megalast lipsticks are my favorites (they can be a bit drying), Maybelline lipsticks are really good
lipgloss- NYX butter glosses are my all time favorite, Almay liquid lip balms are amazing, Revlon lip glosses are pretty good

These are prosucts that I use on a daily basis and they work great for me:

- Loreal True Match foundation (my all time favorite foundation! Its a medium-full coverage and its super blendable. It looks so natural when worn. It also lasts for such a long time. I can wear it from 5am-10pm and it nevers dissapoints me!)
- Mabelline Dream Wonder Powder (I love how smooth this powder is andit gives me a flawless look.)
- Revlon Dark Lacquer mascara (I don't know why eceryone raves about Maybelline mascaras bcuz this mascara is personally the best I've used. It makes your lashes super long and it has little fibers in it that will make your lashes even longer and thicker. I also love that it doesn't get super flaky)
- Maybelline Fit Me concealer (This concealer has amazing coverage. I gwt the color in Sand Sable which is rlly good for my undereyes bcuz its a pretty yellow color. 6 dots under my eyes blended out makes my eyes bright and highlighted. And if I have a bad pimple then I'll put a little dot of this concealer on it and it covers so well. I normally use the concealer underneath my foundation tho bcuz its so light)
- Physicians Formula Eyeshadow trio in Baked Spices (I love these colors because they're perfect for autumn and winter haha :) You can use these dry or wet them to get more intense colors. Either way they're beautiful, shimmery colors.)
- Physicians Formula Healthy Glow Bronzer (This is supposed to be a bronzer but its so light I just use it all over my face as a powder and it gives me a healthy glow)
- Rimmel Fix and Perfect Pro primer (Best. Drugstore. Primer. Covera pores and gives your skin a smooth finish. Best primer I've used. I hate the Stay Matte Primer tho, ick.)
- Almay liquid eyeliner in Black Pearl (I don't have a lot of experience with eyeliners this is just the one that works for me amd its cheap. It is definetly not waterproof and if your eyelids are oily then this will transfer. But it is super opaque...)
- NYC white kohl eyeliner pencil (you can do a lot of fun looks with a white eyeliner)
