It's just dry skin I get that also just keep moisturizing it.

It looks hormonal, we gals tend to get it there and the outside corners of our eyes. Try some Rose water, camomile tea bags, anything soothing to calm it. A green based corrector under concealer will hide the red! Here's a good palette for all your needs, blemishes etc.- I love mine and it's lasted forever!!
