It kinda looks like little popped blood vessels I usually get when I get hit by something. I could TOTALLY be wrong though. Just a guess but I've had that before in the shape of a circle when I got cleared by someone during soccer. They were little pinkish purple dots.

I know you said it's not shaving rash, but it looks a lot like it. It may be a touch of an allergic reaction to something. Are you allergic to any dyes or fabrics?
