I bleached my hair for about a year and never really toned it but I dyed over it a dark brown and after a few washes it starts to turn a coppery color that I hate. Is it because I have well water? Should I strip the color?

It's probably because you have well water. You need toner or go to a salon.

Bleached hair is porous and therefore does not hold color well. You really needed to fill it first before you applied the color. You should have used a Demi permanent color over bleached hair, not permanent, as it has damaged it more. I would suggest going to a salon and having them gloss/glaze it. Going from blonde to dark is more complicated than just putting a dark color over it. There are several steps that needed to be done to ensure the color takes and keeps the hair healthy.
