I find gel the easiest! I use maybelline gel liner, also if you want to try pencil,you can buy a cheap one from forever 21

Pencil is more basic and a bit easier to start with. Gel liner has a bit of a learning curve.

I would get concealer,bb cream or tinted moisturizer , eyeshadow , mascara , and maybe a pencil liner , not black , but a color that compliments your eye color or a brown.

Face: a good conclear, and powder. If your not comfortable with the conclear quite yet, don't worry, just go with a tinted moisturizer.
Eyes: Naked Basics, would be a great starter but you can always substitute for a drug store natural palette. Mascara, I would suggest Maybelliene The Rocket, if your not quite ready for black mascara go with Clear Mascara from Maybelliene New York Great Lash. You can do your brows if you'd like. And as for eye liner, I think a felt tip would be good for a starter.
Lips: A pink or nude lip stick would be perfect for a starter, along with lip gloss. As you get more comfortable with make you can experiment with bolder colors:)

^^ I agree with Ariana and if you apply your mascara close enough to your lash line it looks like you're wearing eyeliner. I think gel eyeliners are the best to use when you're starting out. it does take a little getting use though.
