Makeup remover. If it doesn't budge try to hold a cotton ball soaked in remover over your eyeliner for a minute then try again.

Clarins Instant Eye Makeup Remover has always been my go-to product for stubborn eyeliner. It's a little on the pricey side, but very much worth it in my opinion.

Baby wipes!
They're a lot cheaper than makeup remover and they're really soft :)
And I think they get rid of makeup better than makeup remover wipes
