I agree with you on lipgloss. Maybe some clear mascara or a very simple eyeshadow quad that she could only use on "special occasions"?

Lipgloss did wonders for my whole face when I was little! My eyes sparkled more when I wore lipgloss :)
Benefit makes some super delicious lipglosses, or you could go for the Body Shop or Bath and Body Works ones. I wouldn't get anything more though...when they taste good it's always a winner!

Fresh's sugar lip balms are great. They are pricey but they can give her a little pop of color. Rose and Petal are very subtle pinks. They also make lipgloss now too.
Otherwise I suggest Nyx. They aren't too pricey but the quality is above the price point in my opinion which is great. They're my favorite drugstore brand because they don't feel cheaply made at all.
