You could also use a salt spray. It will give you nice, beachy waves like that, but don't use it too often. The salt can be very drying (I found that out the hard way when I was 15. My hair was like straw from using it every single day for almost two months). If you do decide to use it, here's how you make it: take a spray bottle and fill it with 1 cup water, 3 tbsp salt, 1/4 cup (you may want to adjust this depending on the natural dryness of your hair) leave-in conditioner (to combat the drying), and, if you want, a fragrance. I used orange oil. Put the top on, shake until it's mixed, and spritz all over your hair, scrunching it as you go. As long as you don't overdo it, you can have cute, beachy waves that are soft and nice smelling with relatively little money or effort.
