What's your technique for covering up eye-bags, dark circles?

Sounds like that Mac concealer is not helping you, try using a different concealer. I will suggest the ones i think work best for eye bags & dark circles:

Sonia Kashuk Hidden Agenda concealer palette, $9 at Target.

Time Balm concealer by theBalm cosmetics, purchase online from their website or Amazon. $14-$18 depending on where you buy it.

Hard Candy Glamoflauge concealer $6 at Walmart.

The way you describe how you apply it sounds about right (finger lightly dabbing). I think its just that Mac concealer is the problem. Try the Hard Candy Glamoflauge first, i'm sure it would help you, it works well for eye bags & dark circles. Alot of people swear by it & if that doesn't work then also try Make Up Forever HD concealer, get some sleep, aim for 8 hours every night & your eye bags, dark circles should fade in time.
