It's so hard to cover freckles and still look somewhat natural. I don't even bother trying. If you really want to cover them, you'll need a full coverage foundation and you might even need to go back in with concealer if your freckles are very prominent (like mine are). I agree with everyone else that's posted though, don't cover them! They make you unique :)
Freckles are sooo gorgeous and I absolutely LOVE them.. But anyways if you DO want to cover them, you should try a full coverage cream foundation, and apply with a foundation brush. Set it using a loose powder and setting spray and also apply a bit of bronzer/blush so you have some color in your face, as these foundations can wash you out a bit.

I used to want to cover mine but they're cute! I don't have many but my granny always told me they were a sign of beauty and its only when i grew up and started working and doing other peoples makeup that I realised how beautiful they are! :D Embrace your freckles! :)
