Eeek. Layer of what?... You could try scraping it down a bit and then spraying it with rubbing alcohol but if she like put it in her mouth or anything like that I would recommend just replacing it. :(

You have to scratch off the layer of whatever got on it. I've had it happen before. Just take a pin or something and lightly go over the area but make sure whatever you're using is clean.
