There is a great one by covergirl called the pefect point I believe.. bah.. IDK the packaging is all black lol... I love it!
I am also infatuated with Avon Glimmersticks... These are my absolutely ALL TIME favorite eyeliner for the waterline and they are only $7.00, and the black is the blackest I've used (that's not a kohl). They are usually on sale as well for like 2 for the price of 1, etc... i'm finding i like the l'oreal extra-intense liquid pencil eyeliner a lot lately. i'd say it's a lot like the milani liquif'eye liners that sojourner recommended but i haven't compared them yet.

@Dawn- I have the CoverGirl perfect point right now.. I don't like it at all! it doesn't stay on my waterline for more than 30 minutes.. I swear, I'm not exaggerating. I do still use it for my upper lash line and smudge it out, though.
as for the rest of you guys, thanks for your suggestions! ..I tried looking for all of those eyeliners, but my drugstore is ALWAYS out of stock... I ended up getting this value pack for $10 by Rimmel with the Lash Accelerator Mascara, Soft Kohl Kajal eyeliner pencil (even though I prefer mechanical ones) and an eyeshadow quad (smokey noir) I believe they had different eyeshadow quads in every pack.
the eyeliner is great, very black, hasn't budged since I put it on 2 hours ago. the mascara sounds sketchy, but I will still use it, and the eye shadows are great. really nice pigmentation payoff.
I also stopped at the mall and picked up some Sephora tinted moisturizer, and VS for their 4/$20 deal. I accidentally picked up one of the test blushes.. everything was so disorganized!!! now I have to find the time to take it back for something else. =[

I have one by Prestige. I believe it's total intensity, but don't use it if you press hard on your eye, because it's super soft. Softer than kohl, which is why is applies so black.

Milani has great eyeliner. Especially the waterproof ones. But the again, you are talking about your waterline.

maybeline gel liner is pretty amazing, it stays for me and works well. i like the brush it comes with. but you might need a good angle brush.

I have the maybelline one also, it stays a pretty good amount of time, but when it runs.. it's not like regular pencil liner, it looks really gross.

I have to agree about the Prestige, a co-worker of mine introduced me to this brand it works really well. I don't like the Milani Liqui'fy at all! It smudges on me almost immediately and is a pain to take off. My NYX retractable liner is great but I don't know how easily accessible NYX is to everyone.

@sierra, if it makes you feel any better, i remember loving the lash accelerator mascara when i used it. i hope you end up liking it! i plan on repurchasing it when i slim down my mascara collection.

really? I don't tend to go for mascaras that promise to do anything especially great for your lashes like "volumizing by 400%"
I do plan to use it when I use up most of my lash blast fusion and maybelline full n soft, though.

i'm sorry i guess i should have explained more. i honestly don't pay much attention to the claims of volume, length, etc. i just search for a mascara i really like haha. i remember that this separated my lashes but made them look natural.
i actually think i rolled my eyes at it when i first saw it thinking it was one claiming to actually make your lashes grow, lol. i only bought it because it was on sale.
