China Glaze makes this one pictured here. The name is Ghoulish Glow. I've used it and it works perfectly fine.

I know they sell some at Claire's, I can't vouch for the quality though, I've never tried it. It's very inexpensive though.

Most of the glow in the dark polishes are limited edition and available only at Halloween. Wet 'n' Wild makes one, OPI makes one and China Glaze makes one but none are currently available since it's Halloween polish.

Try looking online anywhere they sell rave gear. Most of the sites will be pushing some type of glow in the dark nail polish, some works, some might be a weird color, but none of it will really be a brand you will recognize. Hot Topic had some, not sure if it's still out, but I'd look there, too.
