it appears like that is just an overlined lip...lol. If you are talking about the slight color change through out the lip (it may just be poor quality of the camera), you can do that by dabbing some white eye shadow LIGHTLY on the center of your lip. Or a really light lip gloss works too.

Apply your lipstick and then take a lip liner 100 shades darker than that lipstick and line your lips.
That's the easiest way I can think of.

Yeah, that's just a dark lip liner with some lighter lipstick!
