Check out the local laws and regulations. in cali you don't have to be certified to be a makeup artist. If you do the school route, I would suggest cosmetology school or aestetician schools which are way cheaper than schools that just focus on makeup. Someone like myself, are self taught and I get my info from youtube, beautylish, and other online networks as well as cosmetology books (for sanitation purposes). whichever you decide to do, you will have to practice and do research all the the time.
