You can find very decent ones in the drug stores...Rite Aid, CVS, Duane Reade, etc. Beauty supplies stores like Sally's or Ulta. And of course the malls and higher end stores like Sephora. Actually, there are plenty of online sources too, like any of the above stores, or BHCosmetics, AllCosmeticsWholesale, etc. If you want to save money, I would suggest the Wet n Wild gel liner, it's awesome!

I personally love using the maybelline eye studio gel liner, it comes with a brush. I love it, it works well and the brush is actually great to apply eyeliner with! I got it from cvs for an affordable price.

i love maybelline eye studio and loreal lacquer cream liner. the latter is just like a gel consistency. won't budge either. got them at the pharmacy :)
