if you already have liquid or gel eyeliners, after you put them on you should use a black eyeshadow (or whatever color the eyeliner is) on top. the eyeshadow fills in all the "missing holes" in your eyeliner that you might of missed. as for eyeliner on your waterline, its very hard to find a good eyeliner that stays on your waterline (even if it is waterproof) because your eyes are constantly wet. the way that i try to make it seem like i still have eyeliner on my waterline, even if its coming off, is i put eyeshadow under my eyes right on top of my lower eyelashes to basically give the allusion that i still have that eyeliner on.
Like Julia said, I always set my eyeliner with an eyeshadow. Whether it be black, blue, or purple. I even use powder to set my waterline, but you should be extremely careful doing that, especially if you have very sensitive eyes.
I used to use regular eyeliner pencils but by the end of the day it would be gone or it left black smudges all over. I found that gel eyeliner works really good I use the elf brand and it works great no smudges and looks intense all day =]
Set it with eyeshadow, or apply translucent powder before your eyeliner, especially on water lines. It can be uncomfortable but it gets rid of excess moister. I have dry eyes, and have no problem with eyeliner staying on. The ONLY perk of dry eyes.

I meant an eyeshadow powder. I'd stay a \way from glitter though. Glitter on the waterline is typically a bad idea. No matter how cool it looks. xD

I have super sensitive eyes and don't set my water line; I do everything else though. I use physicians formula gel liner :) it stays all night!

You can just use the Milani liquif'eye pencils. Those pencils will stay on for a while. The longest I had mines on was 8 hours.

If you're broke & need eyeliner in a pinch, wet a q-tip and rub it over top of some black eyeshadow. Apply as normal :]

Glitter in the waterline = bad, bad, bad.
