i like ELF , the majority of my big brushes are all MAC but for the small "whatever" eyeshadow brushes i buy elf because theyre only a dollar or two and theyre awesome :)

Good ones (plus cheap) are ELF studio line, Sonia Kashuk, Bdellium, Studio Tools, Real Techniques, Ecotools, Sigma, Sedona Lace, I heard OCC makes good ones too, Essence of Beauty, Essence
Other options which I am not sure about the quality but they are of reasonably priced are
Body Tools, coastal scents (from crown brushes), NYX, Cosmetica, Bubbi, Body Shop, Bare Escentual
The best cheap brushes are ELF and Color Workshop. My brush collection consists of only these two brands and I love them. I will admit some are a miss but I love them.
Elf brushes work really well, especially the ones in their studio line...the flat top brush- perfect to buff in liquid and/or powder foundation! Real Techniques brushes work very well also!
Costco (Kirkland Brand) has brush sets sometimes...around $15-$20 for the entire set....they are really good brushes. Def recommend them. I used them for years as I slowly purchased my MAC brushes. Based on the pricing and quality of all the brushes I've seen....the Costco set is your best deal.

Oh and there are a few Sonia Kashuk ones as well for decent prices. Target even posts coupons at times for those.
