I would say always blot, then powder your lipstick before adding another layer. Pin up is all about having fire engine red lipstick so to get it as bright and long lasting as possible, you should always blot, powder, then reapply.
I'd also say to always define your brows. All pin ups had nice strong brows that framed their faces and to emulate this, you'll want to make sure your brows are very defined. I've found that using eyeliner to fill in your brows can get kind of uneven so it's always best to just use a powder. Just make sure to make that brow end in a sharp point :)
When I feel like a pin up girl (hahaha) I do this.
Apply my ELF red lipstick called, Fearless and blot it before adding another layer.
I take my blackest eyeliner that I know will NOT smudge and draw a winged liner effect on my lid. I use a bronzer to sculpt my high cheek bones then apply an illuminator to get a duo effect and afterwards apply a pink blush. Then I fill in my brows which are naturally arched so it's no problem! I take my brown eyeliner pencil and dot it right next to my lips for the finishing touch and may I say, I look great with a beauty mark :D Haha!
As for hair, I don't really do anything fancy except put it in a ponytail, wrap the hair around the rubberband and pin it there. Very pretty, but simple!
I find that pinup make up is very matte foundation, contour, matte/ semi matte red lips with groomed eyebrows( not too thick or thin) blush/ with no bronzer or shimmer.
