You may need to find a foundation formula idyllic for oily skin types...try oil free, or at least mineral oil free. I have had oily skin issues in the past as well, and I love dryer (not too dry or it can look cakey) formulas...100% pure makes a fantastic foundation that is dry in texture...if you want that moist look of young skin without your foundation running off, I like the Inglot Foundation, but that is hydrated with coconut oil. Natural products work best in all situations imagineable I feel, as they are less gimmicky. Try a mineral veil, I like the Pumpkin & Poppy one, as it contains rice powder to absorb natural oil, and doesn't look ashey. :)
revlon colorstay foundation. also use an oil blotting sheet after your make-up application. it will rid your skin of excess oil and make for a more matte appearance. then lightly apply a translucent powder. (elf has 50 blotting sheets for $1)

I thought it was crazy but I seriously have the oiliest skin in the world, even make-up made for oily skin would melt off in a few hours. I tried the milk of magnesia trick after seeing a few videos on you tube, I take a TINY bit and put it on a brush I don't care about much or a cheap cosmetic sponge and dab it on the oily areas (which is my whole face), wait for it to dry a few minutes, it might leave white chalky spots, but I either put a bit of primer over it or apply make up right onto (what gross make up artist says to do) apply powder with a puff and not a brush (another goes make up tip) and I doing even need a blotting paper the rest of the day, lasts about 9 hours without a bit of shine!!! that is unheard of for me. normally my face looks like an oil spill within an hour. look it up and give it a try.
