i would say maybelline mascara bc its awesome, nars bronzer and blush in orgasam they work for all skin tones, mac eye primer is amazing, i love primed and poreless primer bc it really hides those blemishes and oily skin and keeps your makeup flawless, always remember to blend your eyeshadows too it always helps. if your new buy the makeup that has the cards on the back like too faced gives you instructions can help set guidnlines. to take off eye makeup if you dont have any makeup remover vaseline is great and never sleep with your makeup on can make you break out ; )

Always moisturize! After that, I would say:
1. Blush- just make sure it's the right shade for you.
2. A neutral palette- this is easy to use everyday or for a smokey look!
3. Eyeliner- experiment and find what works for you, gel, liquid, pen or pencil.
4. Brushes- don't use the thing that comes in eyeshadows! Plus, you get used to certain brushes, making it easier to blend everything!
5. Powder- whether it's powder foundation or translucent, get something to make you look not so shiny. It's summer, we may sweat a little.
6. Concealer- chances are, if your skin isn't used to make up, you may have a few break outs. I like Hard Candy's No Body's Perfect palette. Just apply it, powder and blush.
7. Mascara- find one that volumizes! Now go find one that lengthens. Yes, two mascara are better than one. Play with it until it doesn't look clumpy.
That's about it. Once you start playing, you'll find stuff that you NEED but you don't realize it. I have a ton of stuff I think I need but obviously when narrowing it down to necessary products, I didn't really. Good luck, and I can't wait to hear what you picked out!

1. eyeshadow palette- i recommend one of the 88 or 120 palettes you can find on ebay, coastal scents or bh cosmetics. (has every color imaginable, good pigmentation and a wide variety for beginners.)
2. eyeliner- i would start out with maybelline's unstoppable eyeliner in onyx.
3. foundation- a good drugstore one is revlon photoready or revlon colorstay.
4. eyeshadow primer & base- primer (toofaced shadow insurance) & base (nyx eyeshadow base in white)
5. mascara- i personally use two or three different ones for each application, play around with a few drugstore ones, i think maybelline ones are the best.
6. concealer- a few good ones are mac studio finish, glamoflauge, erase paste.
7. powder- a translucent one or a mac mineralized skin finish would work best.
8. makeup brushes- i started out with elf brushes (eyeslipface.com) when i began because their very inexpensive and work pretty well. as i got better i invested more money into brushes like sigma. ecotools and real technique brushes are great also, and reasonable price.
9. lipstick/lip gloss/lip liner- this is all your preference and what works best with your skin tone.
10. face primer- a few good inexpensive ones are revlon beyond natural, nyx studio perfect, rimmel fix & perfect, l'oreal magic perfecting base.
definitely use a moisturizer before applying make-up, i use clean & clear dual action moisturizer which contains salicylic acid, so it not only moisturizers but it helps prevent future break outs.
for learning the best tips, tricks, and tutorials for make- up application i would refer to youtube it helped me out a lot!!!! check out the channels- (gossmakeupartist, nitraab, andreaschoice, julieg713, kandeejohnson, makeupbyleinabaaaby, nguerriero19)
best of luck with everything, hope this helps :D
